Dear friends i have created a paypal account.and i wanted to verify my account i hav 0$ in my paypal and no credit cards with me. I have heard of VCC. are these VCC available for free.Plz give me information regarding this

Rastafa Paypal actually restricted access to my account due to an address conflict and wouldn't re-allow access until I provided them with proper identification, and the only thing I had was my driver's license, which I scanned in.
