Who is Philippines' best president of all time?

I would be very straight and honest, so far I can't make a confident pick who is our best president of all time. It seems that each president through the years have this big flaw that you wouldn't really want for your president....

felibustero marcos was the most brilliant and maybe will be the most intelligent president the philippines had, first term he revolutionized the the gree revolution that made agriculture first priority , he had build infrastructure beyond his time like lrt that until now...
