can one work online if they are on h4 visa in US?

I have friend who recently got married and now is staying in US as her husband got a job there , she mostly alone and want to join here and also do some ptc too but her husband said that shouldn't try earning online as its against...

gateluvmoney She can work online as far as she has the site requirements. I hope that that visa type restricts casual working alone.
