Do you easily say YES if your friend asks you to help her/him EVEN YOU CANT?

For me, if i face such situation, i may say yes. I actually cant help him 100%, and its maybe around 30-40%, but even in that percentage, as long as i can still doing something, why not? Easy or not to say yes to help them, also...
