Troubleshooting a CE motherboard in a HP Computer

When I power up the computer, nothing happens! No beeps...nothing! I am assuming it is the motherboard. Trying to identify the motherboard, I see info that states P4SO-LA followed underneath by the letters CE. Is this a CE...
