How to make a forum lively and well populated?

I'm thinking of starting a forum, but I am quite concerned whether or not it is going to be a lively one or merely a ghost town. How do you keep people coming?

loaded15 Give them freebies. Give your posters a reason to visit your place on a regular basis. Or you can do what mylot do. Pay them!

loaded15 Go to digital point or site point. Lots of traffic there. The best ones all over the internet. Plus, you can get some job on the side if you are a graphic artist or a programmer.
