If God is so loving and compassionate, then why would he throw anybody to hell?

Now, I have heard God is loving, compassionate and forgiving. If so, then how can he send anybody to hell? For example, have you not got children? If they disobey you or even deny your relatonship with you, will you torture...

Does GOD requires us to suffer for us to grow spiritually?
