What is the equation for how much the banker offers?

Now after watching this show a few times I used to think the banker offered what he felt like offering...There was a contestant who was on once who kept getting mad at the banker and had her whole family saying he was being unfair...

polo_boi On last night's show, someone had broken the record for walking away with the lowest amount ever. Her highest offer was $140 somethin thousand, and then she avalanched on down to $1.
