Yes, you can. I had an unverified account and I made purchases, they just don't let you spend as much money as a verified account. Sometimes sellers won't accept unverified accounts (on eBay), but then again don't bid on the items if you know that. Generally stores that use paypal (not via eBay) will accept any type of money.
