Did Paypal policies just change?

I have been using Paypal for quite some time and never had any problems with them. I have a Premier account and have used it both to send and receive payments from various sourches.
Yesterday I received two payments from Gotsafelist. One was from points that I turned into cash and the otehr was from cash credits and jackpot winnings from Gotsafelist, a total of around $90.
Paypal tells me I have to accept or deny the payments but it won't allow me to accept them without adding a US bank account. As I live in Iceland I don't have a US bank account and the last time I received money through paypal, they also had the option to accept without a bank account if I wasn't going to request to withdraw the money and only use it through Paypal. Now that option is gone and it looks like my money is lost too. Ironically, Paypal has no problem withdrawing money from my account through my credit card to pay to the same address.
Is anyone else experiencing this or is it just me?

I just wrote a discussion about this.
Same thing happend to me, I can't get my money :'(
Do you think we'll have to get American bank accounts?
I'm worried but I've also sent a question to paypal.

I justs spent 10 minutes on the phone with Paypal's friendly voice recogition machine until i finall managed to contact a real person. He told me that this is just a technical problem and that occured in the last update and that hopefully it will be fixed by this weekend so we should have nothing to worry about :).
Good news at last :) We can continue earning and spending :)
