Maybe camera phones are expensive in your phone company? I have Cingular (or AT&T now), and I think all of their phones in their website feature cameras and are all not very expensive. Now that I think of it.. I don't think I've seen (m)any phones without cameras lately! Most of them are carrying it by default, almost.
You should consider a inexpensive, camera flip phone. I love mine, I take videos and pics and send them to friends.. it takes texting to another level. :)

With your Cingular plan, does it cost you to send a picture to someone else with a camera phone? I recently got one cause we renewed our Cingular plan but I don't really know how to use it or what expense is involved in sending pictures.

With my plan I don't pay for them since my plan includes it, but if it doesn't then yes, you'll be charged. My phone is able to attach pictures to normal text messages, so that would be cheapest (if yours allows it as well) since multimedia texts cost a little more. You can also do bluetooth, and send pictures that way for free but the person has to be relatively close to you.
So I don't know the exact amount though since I'm not charged, but it isn't much, a couple dozen to .50 cents I'd guess. Nothing you won't make back myLotting! ;)

I recently got a camera phone, but I really wasn't interesting in having one, it just happened to come on the phone I got. I haven't really used it, but it does bring the total number of camera I own up to 8.
