Polemic opinion ahead:
Maybe to preserve the indian-uncivilized-tropical equivalency in the american imaginary. This look (except for the tall-skinny body) is very close to South American indians. Let's remember that Disney has always shown S.A. as a big forest, isn't it? Like when they created a character for Rio de Janeiro (Brazil), José Carioca (Zé Carioca for Brazilians)... the city is pictured with beaches and forests, which is a VERY DRASTIC reduction of what this city is. May I say it's the third biggest city in Latin America, with 11 million people?
Disney has always inserted some kind of "pre-thought" on its productions, so the watchers can get a finished (and wrong) conclusion about what it is, in reality.
