Please Explain "Exclusively Dating" to Me

What does "exclusively dating" mean? How different is it from boyfriend / girlfriend?
I ask because my younger sister (28) is exclusively dating someone. She already turned him down 6 months ago but he persisted and now they are "exclusively dating". The thing is we know that she is worried about her biological clock so we suspect that she is just keeping him as "back up". But she refuses to be introduced to other guys and says she will get angry at him if he dates other girls. But if you ask if they have a commitment, she will say "none". They smack (at least that's what we saw), hold hands, etc. So what is keeping them from going to the boyfriend/ girlfriend stage?

Exclusive dating means there is an agreement that they are not going to date anyone else. It is part of the courtship stage between couples. Strictly speaking, exclusive dating does not necessarily entails commitment. Commitment happens when they decide to move on to a serious relationship leading to marriage.

My girlfriend and I used to joke this to our friends. That we are "exclusively dating". We first heard this from a showbiz personality.
Q:"So, what iskeeping them from going to the bf/gf stage?"
A:I think it has something to do with the "labeling" of having someone as your girlfriend or boyfriend.
