It's hard to tell, is that it's bottom eyelid or is that it's eyeball rolled back? Check this link, this looks kind of similar to it:

That does not look good!!! I would take it to the vet ASAP!!!! Did the dog get in a fight??? Has the eye been yucky?? It looks like the eye might have detatched itself. Please take him to the vet!!! He needs antibiotics.

It looks like an infection of some sort from either a fight or maybe she got into something. Either way I would def. tell your friend to take her to the vet or an emergency vet clini if there is one near by. Good luck and I hope that everything turns out ok.

Animal eyes are a bit different to humans and you can not afford to let them go to see if they get better. I have worked at an animal eye surgery for 3 years and you cant really tell anything from a picture. It looks bad and sore but it could be something simple like a contact allergy or something serious like an ulca. Get it off to the vet ASAP as it will need treatment to heal it.
Hope its nothing bad.
