Signal20 No, they need salt water. And, they're pretty difficult to keep. I would suggest starting with a fresh water tank, become an advanced aquarist through research, then graduate to salt water, then try to take on more difficult species.

Signal20 And, fish should be fed more then once a week. True, they can usually go about 2 weeks without feeding like when you go out of town or something. But, normally you should feed them once a day, what they'll eat in about 5 minutes. I even skip a day or two...

Signal20 The tank is 20 gallons? That might be a lot of the problem. You should have a miinimum of 10-15 gallons for each one of those fish. I counted 4 in your picture, so at least a 40 gallon tank is needed for them, but really, I would say a 55 gallon would be best....

Signal20 I'm not that familiar with tortoises, but I would say it's probably not a good idea. Does the tortoise go to the bathroom in the water? I just see the water not being very clean for a fish to survive, especially shallow water. Guppies will need more water then...
