It was Satan, as 1 Chronicles 21:1 states: "Satan stood up against Israel, and provoked David to number Israel." God was displeased with Israel and hence permitted Satan to bring this sin upon them, and for that reason 2 Samuel 24:1 reads as though God did it himself.

Neither is the truth, the bible is a fictional book. A bunch of lame stories woven together to try and tell some fantasy tales about some men that may or may not have lived a long time ago. I find the best use of the bible when I run out of toilet paper.

God and Satan are two sides of the same coin. Satan is just a name we give to his evil side and God is the name we use for his good side. But they are all one together and it is up to us who we choose to favour.
I would say it was evil that incited David to start a war, but some people think war is a good thing and so would say it was God.

Both, God used Satan to do it by giving him permission to do so. So God used Satan and Satan did it. At least that is from my understanding.

Are you saying God and Satan were on the same wavelength, or they conspired? Are you suggesting that Satan is a messenger of God and that they work together.

David thought it was God who gave him the order to count the fighting men, but later realized it as Satan who told him to. I presume that he was too busy with checking out his army strength to bother reading the Torah to find out for himself.
