Who to be blamed when encounter this in the examination?

Well, basically I meet this condition during my examination. I was studying all the relevant materials based on the notes which given by my tutors. I even search for Internet and books for detailed learning. After all, I spent weeks to digest the materials and finally I still burn a midnight oil to do my final revision. However, when I sit for the exam, out of 6 questions, I am totally blank for 5. We students straight away wrote up to the authority during that examination and required for a resit. However, the invigilators said we have to know what is the problem first. Is it all the examination's question within the key studies specification? When I heard this, I am totally blank in my mind. First of all, I didn't receive any key studies from tutors. So, I was wondering that, is it we students' fault for not double confirm and take the key study from the tutor? Or is it the tutor's fault for having the key studies but didn't give it out to us? What do you think? Anyway, I personally feel we students have to bear some responsibilities for the mistake but not that much, at least we don't even know there will have key studies ready for us. What do you think?
