I did learn it by listening people talking and trying to understand what they were saying. And also by watching television and trying to understand what they were saying.
After that I started reading the newspaper. I would recognise a word and think "That's how you spell this!"
Within two years... I could speak it, read it and write it. Not well... but good enough to practice and get better.
Or you can do it the hard way by putting your nose in a book. But you have to want to...

You can try flashcards with english words, pronunciations and definitions on them. That could help.

I do not claim to be a teacher, but will pass on to you the way I am learning Spanish. First I learned how to say simple greetings such as "Hello" and "How are you?" and the resposes such as "I am fine, thank you." "Please and thank you" were next, then my most used ones, "My Spanish is very poor" and "How do you say (insert the word you want) in Spanish?". Then I started using these whenever I could. I listen to Spanish people speaking, watch Spanish tv shows, and listen to Spanish radio. I find the tv and radio quite helpful. Often you can get the meaning from seeing the tv show and learn the words. Radio is great because songs repeat phrases, so I can soon figure out most of the repeated words. I will write down any words that I cannot figure out, then look them up in a dictionary. If you have an English speaking family with children near you hire one of the kids to help you. They are usually happy to be teaching something to an adult for a change, and work for little money. My best Spanish teacher is 7 years old. She teaches me three new things every week for $3 US money. I ask her about things I want to say and she teaches me how to say them.
Once I learned to say that my Spanish was poor, I found that Spanish people would gladly speak to me in very simple terms and translate words I had trouble with. I studied Spanish for three years in university but learned far less than I have with these methods.

You can study the English language both in school or by taking private lessons. The English language nowadays is the most important language in the world, but you don't need to speak a perfect English to understand everything. You have to practice also by surfing the web and you'll see that it is as simple as you thing...
