My dog always has trouble with his ears

I have a miniature poodle. He has always had trouble with his ears. His ears seem to itch a great deal. To help his I regularly clean the black wax out. I do this with a little bit of olive oil because it is gentle. However the wax keeps on building up again. I took him to the vet a few months ago and she gave him some drops for his ears. But it was very challenging to put the drops into his ears. He struggled away from me. He ran over the other side of the room. When I did put the drops in one of his ears he tried to bite me. He tolerates the cotton wool and olive oil cleaning out his ears. But he will not tolerate drops going into his ears. The vet charges lots of money, I wouldn't mind if the problem was solved, but it never is. I have another miniature poodle and she has no wax in her ears, they look perfectly healthy.
Do you think I could try another way to help him with his ears? How?
Does your dog have a problem that is difficult to solve?
