Is there a time you have been denied benifites from the state for medical ect.

I'm just wondering cuz it really fraustates me when you go into a DHS office and turn in all your paper to get a letter in the mail saying you have been denied, because of various reasons but then you see all these homeless drug addicts go in and they get help right away i'm sorry but it just really makes me mad when i see that and expecally when its a noticable drug user and they still get help. just want opinions you dont have to agree with what i've said but that just my opinoin
