photoshop is THE BEST THERE IS! i don't use any other image editing software...never did, never will. :)

I also use paint. net If you have never used an editing program then it is a good place to start. You can get the feel for how the tools work before you invest in PS. Did I mention it's free?

i usually use adobe photoshop combine with acd-see and magic photo editior.

Hmmm, I'd suggest you get a good DSLR camera. Aside from feeling like a pro, your shots would look like those that pros make too.. but, you might already have one so I'm just left to envy you on that.. ^_^;
About the photo editing. As much as I don't want to do a lot of editing, that's why I like a DSLR camera, you'd set it up right away so the right effects are considered when taking the shot. I mean, that would be right so it cause less editing.
Anyway, avoiding to go off track.. The heading did imply on Photo Editing Software.. sorry.. try a bit of PhotoShop.. if you really like to be more techinical in a way, use PhotoShop Elements too. Also try other softwares taht others might suggest.

i had a good DSLR camera and i only fixed them if they had a bit of red eye.
Had to sell my camera for gifts for christmas :( but that is a whole other topic.
There is a lot of photo editing programs out there. Few of them you can download and try them for free before you go and buy them.
