Just taking wickets is not the sole criteria for being best bowler. Its about the conditions that you play under, the quality of the pitches, the quality of the opposition batsmen and several other factors that determine the greatness of a bowler. According to people who have played cricket at the international level, its not about how many runs you score or how many wickets you take but its about how good your batting or bowling averages are, which can also be deceiving at times.
Due to the above mentioned factors it becomes near impossible to compare sportspersons from different eras unless there is someone who is miles ahead of the others like Don Bradman who averaged 99.94 and the second best is 60.97.
Warne may be the highest wicket-taker in tests and Murali may prevail over him once Warne retires but still it can't be said that any of them is the GREATEST BOWLER OF ALL TIME. Because Warne has a bowling average of 25.25 while Murali has an average of 21.96 which surely makes them great bowlers but there are plenty of bowlers who have better averages than those two so you can never say that those two are the GREATEST OF ALL TIME.
