What program is causing this error? Is there a way for you to stop the program from running?
You might want to check your firewall to block the program from accessing the Internet. Also, scan your computer for spyware and viruses while you're not connected to the Net. Preferably take out the cable connection (if you're using a desktop) and then scan your computer. It would sound like a program that should not be dialling out is trying to do so anyway.

Thanks to all that gave me advice on fixing my IE Working Online/Try Again problem.I don't have an Internet connection albeit dial-up,DSL,broadband,etc...
The computer that I evaluate software with -a dinosaur-
Compaq DeskPro 2000 serves me well for this reason.
Most of the time when something goes wrong I can find the problem and fix it.
By checking all Systems Properties,Internet Options,System32,running Spybot programs,etc... (internals) ,I usually
can narrow down any culprit that might be causing any
anomaly. However, this one had me stumped.
I think a trial version of WindowBlind 5 caused the problem.
Not only did I have that anomaly, WindowBlinds 5 was making
3-5 0KB files in Windows Temp folder every 10-15 seconds.
I just deleted the partition and reloaded the OS.
Again, thank you.

Delete your all dial-up account..hehehe..just kidding..
just disable your automatic dialer...
Go to your IE -tool-Connection-"check" Never dial....
FYI, for browsing dont do with IE, its very dangerous (i hate this :-) )..
try other browser like Opera, or Mozilla family(firefox, seamonkey or flock)

what do you mean by internals?
you may need to find out what causes it. but first, check your internet options:
Internet Options - Connections
check if "Never dial a connection" is selected. if not, select it and hit OK.
otherwise, if its already set that way, check if you have any suspicious icons, particularly those with "dialler" as names. some sites (mostly illegal ones) drop diallers to automatically dial a connection to open their websites.
also, try to check individual programs, specially those requiring internet connection.
