Tattered American flag flying

Maybe I am making too much of this but it irritates me. I live behind a local volunteer fire department. They have a flag pole flying the American and Texas flags. I noticed the other day that both flags are torn into shreds. While the American flag is still attached by both ends, the Texas flag is only being held on by one. It too is torn and tattered. To me this is a disgrace. Granted there is a lot of wind but they have allowed these flags to continue to fly. I was always under the impression that once, at least the American flag gets badly torn it should be taken down and destroyed. How would these tattered flags make you feel?
