when is off actually off on your computer?

I'm not really sure other than to totally unplug it. I have shut my computer and monitor off and it is actually off but as long as it is still connected to the electric outlet, it still pulls electricity. I would suggest unplgugging it from the outlet to save energy.

i guess that is the best option because i learnt that if you switch off your electrical appliances without switching them off from the mains they still take some quantity of power

It would appear that your computer is not actually switching off. The keyboard is powered via the USB or PS2 port and not directly via the mains, so it canot draw power if the computer shuts down properly. Check the power light on the tower to confirm that the system is still being fed.

I suppose "actually" off is when you turn off the entire system via switch. That way, it cannot draw power from the wall socket. But then again, the num lock light on your keyboard won't destroy the world. Not even is 100000 computers "num lock" signs were on, it'd make not nearly enough to over power the devastating effects of cow poop.
