this is really simple actually. if the ide cable which connects your hard disk to the pc has 2 slots you can just put the dvd writer to the second slot. set the dvd writer as the slave (refer to the booklet or box that comes with the writer. you need to make just a little adjustment to these little pins, no tools required)
if you already have the slot taken (assume you already have a cd writer attached) or you just want to have it on separate cable then you'll need another ide cable. connect the cable to the port just below your hard disk ide cable. connect the writer. you don't have to set master/slave because you are using different cables for each, they are automatically the master for each cable. simple rule: set the master/slave only if you put 2 drives on a single cable (i set my bro's pc to this - master: hdd1 and 2nd: hdd2 on one and master: dvd writer and 2nd: cd writer on the other)
enter your computer bios and set the drive priority to whichever drives you want to be the first. always put cd/dvd drive first because you probably will need it when you need to format your computer. if you are positive you will not need it at all, set it to the hdd for faster boot up (skip searching cd/dvd drive for bootable disk)

As far as I know you can not run them together as you have to have one master and one secondary.
