What are you going to use the PC for? Gaming or just reading email and surf the net?
If you are going to play many games, I would buy a stationary computer, with a good graphic card.
If you are just going to use it to read your email and surf on the net, I would buy a cheap stationary computer, or a laptop if you travel a lot and want to bring your computer.

I want to use to design for my work,include read my email and surf on the net,and if I have a rest I could to play some games!

Yep it depends on the purpose for which you want to buy the computer.I think Laptop is better to buy than that the desktop as it is more comfortable,compact and convenient to use and even the graphic cards are quite nice nowadays so for gaming it is the best.Secondly it can be taken anywhere you want to take with yourself and it has also all the applications like bluetooth etc already installed within the laptop So in my opinion laptop is best for all.

If your the type that want to bring it along to some place, you might as well get a laptop and recent models have wi-fi capability so net browsing is already a given.
If your just going to have it on one spot, perhaps considering upgrade as time goes on, you can consider a desk top computer.
In regards to usage, I suggest a very good processor in case your going to use technical programs. A high RAM is also nice to consider. A big memory spaced hard disk drive wouldn't be a bad thing to have as well.
If your on a tight budget, I hope the computer sales person would be nice to advise you with the options available along with the details that you'd give in regards to how you would be utilizing the computer.
