is hits4pay honest?

I haven't heard of this site, would you mind explaining the basic concept or it? Sorry the name grabbed my attention and that's why I read your post.

Hits4pay is a scam!!! I know they pay some people but they certainly don't pay everyone. I made well over $100 with them & after automatically clearing my monthly earnings, I received nothing from them even though I kept my account open for 6 months awaiting my payment. My profile information was correct, I completed their tax form correctly when I registered with them & I didn't break their T.O.S., they did not ban me, they just never paid me! I wrote a million messages to them...LOL (about 50) & all I received from them were annoying & instant Bot messages. Not once has their human support team ever contacted me. This is where I got fed up and decided to delete my account. By this time I was waiting for my 2nd check for over 4 months & I had long stopped recruiting new affiliates for them. When I hear people say that they received checks or payments via paypal, I wonder if I may have received a payment eventually had I kept my account open.
