Canadian ISPs Plan Net Censorship?!?

There is a rumor going around. If true, it could effect the Internet, computers, and Linux. Can you tell me if it's true or false?

Bell Canada and TELUS, Canada’s two largest Internet service providers (ISPs), will begin charging per-site fees on most Internet sites according to anonymous sources within TELUS.

Bell Canada was just sold to a German company. From what I read, they're not going to censor per se, but have a scaled rate depending on the bandwidth you use. When you exceed your allotment for the month, your access slows down tremendously.

That's crapola, I would switch to another company if I had the option and I had Bell Canada...but I don't.

I'm American, and I also have an up/download allotment. I'm only slowed down for 24 hours if I exceed my ISP's download/upload megabyte/gigabyte allotment.
