These are the top leading brands and i would tell you about each of them in brief!;
ACER LAPTOPS: Well acer laptops are quite nice in budget and look really glossy and stylish, they would be available in very cheap prices in the market and nearly affordable as i saw you want to get a budget thing inside. Acer is a multimedia laptop which starts from 12 inch screen to 17 inch screen!
TOSHIBA LAPTOPS: Comparision to others in laptops toshiba uses a nice range of technology in their laptops, I have no experience about toshiba but only 2 Laptops which generally people use are TOSHIBA SATELLITE and i myself using the TOSHIBA PORTEGE M200 TABLET PC which is a convertible TABLET pc which is expensive
Tablet pc's are expensive and are those who's screen rotates 180 degrees.
LENOVO LAPTOPS: Lenovo is the best brand by far i have been experiencing. I had IBM thinkpad and those were really awesome, they come in a solid casing and a very durable body, completely nice fiber and very ruff and tuff handle able! They are generally used for business purposes so dont find a good deal for Speakers and multimedia in it but yes if you want it on an OKAY scale then lenovo is the best choice, there are choices which may fit into a normal budget.
HP LAPTOPS: A complete pack of multimedia laptop comes in HP, and the new Pavilion series laptops come with really nice graphics too. It packs with multimedia and everything assembled into a laptop. I cant say anything about it well they look more like a HOMELY LAPTOP and not specific task laptop. So you can go for it too. The HP PAVILION TX 1000 series comes with the TABLET feature. its a convertible tablet pc!
SONY VAIO LAPTOPS: these are a really expensive deal to take these laptops you need to have heavy budget, the sony people really make expensive things and so yeah. But by far as i know they are just okay not price worthy. YEs they have style and BRAND so which makes them look really cool and glossy
COMPAQ LAPTOPS: Again comming into the budget thing, this brand is nice too, you can get cheap laptops within compaq, for example Compaq Prasario
HCL LAPTOPS: Hcl have launched a brand new range of laptops but i got no experience about how they would last! As they are not so popular for in the laptop race. I wouldnt recommend you to go for the HCL, Yeah HCL has a series in ULTRA PORTABLE PC's
Ultra portable Pc is the laptop which are very small and can be carried nearly anywhere and very easily [
DELL LAPTOPS: In the Laptop race DELL has is own name. Its durable tuff and very good in performance. I would suggest you to go for DELL VOSTRO or DELL XPS serieses if you can add a lil extra into your budget!
FUJITSU LAPTOPS::: this brand is just like the toshiba laptops, not that popular in the international market, they have a really nice and portable laptop named FUJITSU LIFEBOOK which is really an impressive pack of technology and portability and Plus its a tablet! but it would surely cost you more than 700 Dollars! for sure and here you want a laptop which fixes your budget.
APPLE LAPTOP: the name says it all, apple (MACBOOK) comes expensive but it depends on how can you work on it, coz it supports MAC , windows can be loaded but basically just like other apple products it has no style nothing its just like a slate
LG LAPTOPS:: lg laptops are hopless in their own brand never go for them
ASUS:: Asus laptops are really very fabulous when it comes to Ultra portability. The ASUS EEE Pc is very popular for its own portability and basically i have it too so i can say its a really nice laptop but i would suggest you not to get it because of the Internal features with less hard drive space but you can get it in around 300 DOllars or so

Hard to answer without know what you want out of your new portable computer.
Are you after something ultra-portable? (the Eee seams to be a good choice) or a gaming rig/desktop replacement - top end Dells and Alienware.
In the middle ground? Dell computers are cheap and fairly decent.
First decide what you want to do with this laptop. This will give you some basic guide lines. If play games is on the list rule out any thing with shared video memory and less than 2GB of RAM.
If it needs to be a simple work station, and do a lot of travelling then rule out 17" desktop replacements, the battery life just will not cut it. Get some thing small (15" max), light and with big batteries. Oh and invest in a good quality rucksack style laptop bag.
Once you have your set of requirements take a trip to Dell and PCWord and see what matches. The check on review sites to make sure the machine meets the expectations.
