How to make friends with foreigners?

Everytime when i meet with people from other countries,i just have no courage to chat with them except saying hello to them.Even to my foreign teachers,i just cannot talk freely.i think they may think my oral english is not good enough something like that.But i do want to talk to them.You guys have any ideas?Tell me please.....i do appreciate that.thanks

Well oral English is not really a problem Finnliu.. I have Korean, Chinese, Japanese friends and they are not that really good in English. because in their country they don't use too much English! Actually, they just approach me if there is something that they don't understand because they said that I look approachable. Saying hi to them is a big factor actually to start a friendship.
Why don't you try to talk to them, set aside your grammar first, as long as you can express what you are trying to say its fine. To to ask your seat mate or anyone that you think is approachable.
And about your teachers, try to ask them after your class if you are shy. They will appreciate it.
