Everytime when i meet with people from other countries,i just have no courage to chat with them except saying hello to them.Even to my foreign teachers,i just cannot talk freely.i think they may think my oral english is not good...

I wonder if there's a specific criteria/s of having a best friend. As for me, a friend in need is a friend in deed. Sometimes, you have to test your friend if you can count on him/her in times of your difficulties and you'll know...
