Why do some people have dogs, and they act as if they don't care about them?

I have seen where my next door neighbor had a dog and he would bark at everyone who comes across the street. The dog would end up getting loose from his dog chain and he would be running around the neighborhood.. He will come in our yard and pull out any plastic bags that were laying around.. Then he would be on his way to get into more devilmment.. My neighbor did not even know that her dog was loose... He would pull out the trash at their house too. The dog was just bad and out of control.. Is it the neighbor's responsibility to keep up with another persons dog? Because, I have no time to keep an eye on her dog.. The dog will just sit outside in the back yard all day. And she would never go and check on him.. It is like she does not really care about him. And the dog does not seem to eat or drink that much.. You can tell an careless owner from one that really cares, and this woman does not care that much about her dog..

Its the owners responsibility, not yours. Unless the dog is rabid from eating trash or big enough to hurt some kids I would call the pound. They will have to go and pick up their wayward pooch and if they don't, oh well. I don't like people who don't take care of their responsibilities either.

Yes, he pulled plastic bags apart at my home when I first moved in there.. So, from now on I never hardly leave a bag sitting outside.. If he gets loose then he or any other stray dog will tear it apart.. It took me almost an hour to clean up the trash that was left on my yard from the dog's tearing.. My husband was tempted to call the dog pound on my next door neighbor.. I believe that he should have.. Because one day, someone else will..

I wouldn't call the pound because if the dog is not claimed within a few days or so, they will kill them, and no animal deserves that. He's just being a dog. If you absolutely have to as a last resort then do so, but try and find a no kill shelter first. Then he'll only be put down if he is vicious or incurably ill.

Yes, I see. I would hate to see the dog killed... My aunt had to put her dog to sleep because of it being very vicious. It attacked her 6 or 7 year old daughter once..

yeah i never understood that. why would someone have any pet if they are not going to care for them or take care of them, if they just ignore it and don't care what it does throughout the day. If that's the case, what's the point in having the pet, why get one in the first place, and why not give it up if you don't care about it

Yes, I feel exactly as you do.. It is a shame to see this happened. I understand that someone may need a dog due to protection.. But, they still need to take care of it and show it some kind of attention.. That is just so sad to see..

Sadly there are quite a few homes like that around here and I will NEVER understand it..If you are going to have pets TAKE CARE OF THEM...TREAT THEM KINDLY AND WITH LOVE...or let that animal go to a home where it WILL be loved....I so despise animal cruelty and to me thats exactly what that is..its not the worst case scenario obviously but its still nasty IMO

I have a neighbor like this. Their dog gets loose and makes a mess in my yard and everyone elses. I go to their home and let them know he is out and loose, they then will send their children to get him. They cuss and yell at them until they get the dog home. It's a shame really, the children and the dog are mistreated.

I agree that if you think the dog is being mistreated contact someone. People think that to have a dog is the IT thing to do now days. To me my dog is a part of my family, I call him my first child. Yea I played to role of dressing him and and carrying him in a little carrying case when he was a pup, but it was all in love and not as an accessory. But this case definitely sounds like animal cruelty, so it might be in the dogs best interest if you contacted someone.

No it isn't your responsibility. But if you think the dog is being mistreated you may need to do something. The dog could be thirsty or hungry. Poor thing, it may even need medical treatment. Maybe you could drop a note to your neighbor expressing concern. If not you may need to call animal control and report it as abuse.

Hi cream, That is very bad! I haven't meet anyone who is not taking care their dogs..I had a cousin last time who just left his dog in the jungle since he was eating their chicks but before that, they really feed and take care the dog! Anyway, I don't think so it's a neighbor's responsibility to take care the dog but when the dog looks pity, I will offer food and water and maybe tell the neighbor that the dog looks sick!

I've never understood why ppl bother to have pets that they don't want to take care of or ones that are left out in the yard all the time. What's the point in having them...they don't get hardly any attention unless your feeding and watering them, their left on their own to be lonely, and yet they faithfully guard your property from intruders. I have nothing against ppl having outside dogs, but they need to play with them, take them for walks, spend some time with them and let them know that even if their outside their still part of the family and their important. I don't know about others but I have a peakingese and we have had him for nearly 8 years. To me he is the same as having another child. He needs food and water and to go to the doctor. He was so sick over the past week and yesterday I decided he needed to go to the vet. Well they told me it was$36. for the office call, all I wanted them to do was tell me what they thought was wrong with him, then I could find money to get what ever he needed. I had $733. in the bank to last me the rest of the month or until something else came in, so I thought i can handle $36. well they said he has arthritis in his leg and the pain is killing him when he tries to walk on it, so they gave soem medicine. Total bill $58.15, dang didn't leave muchin the bank for me, but he needed to go I could not watch him suffer any longer. And I must say it worked, I gave him the firt pill at around 6PM and by midnight he was up and ready to play. How can people be so mean to a poor animal. It think they should take the animals when they are neglected.

The humane society should be called on those stupid people. People buy a dog with the best intentions but just don't want to be bothered. They should be fined and lose their dogs. Cat owners, too!

cream thats a good question. I cannot imagine why a person would want a dog if she did not want to care for it. everytime I have had a dog I have loved them so much and would have done anythin to keep them healthy and my pets. That woman should be reported to the SPCa as she is being cruel in the way she treats her dog. They will at the least tell her she must care for her dog, and at the most might take it away from her. Iwould tellher that you do not appreciate her dog coming into your yard and making a mess. She has to keep her dog in control, and not letit harrass the neighbors. good luck and God Bless

I live in the USA and we have leash laws around where i live. Any dog running around loose is in danger of being picked up by humane society. We dont see a lot of dogs running around loose here either. Unfortunately most people get pets as cute little puppies or kittens. Then when they grow up the cuteness to them is gone. I really wish people would think more about getting pets before they just rush out to get one. And you should never get a pet as a surprize gift to someone. As a gift yes, but not a surprize. It should actually be discussed with reciever first.

It is not your responsibility or anyone else but the owners to look after the doog. However, if the dog is constantly getting loose and not being fed or given water, you might want to call your local Humane Society or whatever you have around there that deals with animal abuse and neglect because that is exactly what this is. If you can, try and look at the dog when you see it and see if it is flea ridden and/or emaciated or anything like that. These are things the Humane Society would need to know and if the answer to one or both is yes, they will take action faster. This sounds like a woman who should not own a pet, and I can see her being prohibited from owning one in the future.

That's bad. Seems like here in KY everybody has a dog, lol. And some of the owners have 'sharp' dogs like pitbulls. They do get lose. We threatened one of the neighbors to call the pound next time their dog would get out (not a pitbull but a big mix of sort and very aggressive, that's why they usually keep him chained or inside). It was so bad, my kids couldn't get step outside the door without the dog coming over and threatening them. They never called him back. I guess they were amused by how the kids ran in terror. But after we threatened to make sure the dog is removed the next time it comes over, they make sure he stays inside or chained behind their house. He escaped one time and as soon as he chased after my kids they came and got him back before he reached our property. It's interesting that they keep that dog, because it's not even nice to their own kids. Don't get me wrong, I love dogs, but some owners are just irresponsible and it's better to have the dog removed. In your case better for the dog, in our case better for our kids.

Having pets, means you are responsible for your pets. You are responsible for keeping them safe and health, and you are responsible for making sure that they are not a problem for other people. So no, this dog is not YOUR responsibility, it's your neighbors. Personally, I'd call animal control and alert them to the situation. A few fines for this and she'll pay closer attention.

It happens. Lot of people do the same thing, leaving others suffer.. What can we do? I don't even have a good idea. There are lots of homeless dogs and cats in town. The population of them become larger and larger. It is also a big problem.

Oh no! How could the owner of that dog be so irresponsible? In our neighborhood, dogs are not allowed to linger around. They should be kept in the premises of the owner. Dogs on the loose are not tolerated. The owner will be fined for that.

There are many people who have 3-minute interest, especially on pets. Which is why most parents don't allow their kids to buy one, since they don't have time for it, nor do they believe their own kids can handle the pets. Personally, it's important to care for your own pets, since they are just like your own family members. People who fail to understand this, fail to be a human, nor a family member :S

Funny we have a neighbor like this too. He has a dog but lives in an apartment. You barely ever see them outside with the dog and they seem surprised when the dog its business. The dog must have done its business on a couch and a chair cause they threw them out a window. Then the dog do its business on the carpet as well. I feel bad for the dog as owners like that should not have a dog if they cant take a good care of it.
