Is the student or outside influence more to blame for cheating?

Which do you think is more responsible for cheating in schools: the character and intentions of the student or the pressure from parents, teachers, peers, and the community? I personally think that the student is to blame. Pressure is just something that their going to have to deal with in life. They have to get over it and learn to play life by the rules.
I have heard both sides of the argument however. What is your opinion?
