Beside photoshop any other software to have simillar function like photoshop?

Paintshopro is as powerful as Photoshop but is a lot easier to use and cost about the same as Elements. You can even get a free copy of version 6 from Corel (the current version is 12).

Sorry: Corel will actually give a free trial of the current version (PaintShopPro Photo XII); it is Serif who are offering version 6 of their PhotoPro free.
The other free editor you might try is The GIMP.
Painter is actually intended for converting photos to "art" work or for painting, sketching and etching, not photo editing.

I use Photoshop and PaintshopPro and I can tell you that they are simillar! There's some differences because photoshop have more varieties.. and PaintshopPro is easier to use. But in general they are simillar!

PaintShop Pro has similar functions I think. I've never used it so I really can't say how it differs from Photoshop. CorelDraw and Corel Photopaint are also sort of similar, but I personally don't think they can match the functionality of Photoshop and Imageready.

maybe ulead photo express ???
I am not so sure, but i found that this software can edit photos and add effect to the photo.
