Rules when rating

Hello All,
I've recently got back into Ciao (and writing reviews), and as any who has used these things will know the money is in getting other people to rate you. And the best way to do that is to rate other people.
But just rating everyone else blindly does not work. Looking at the New Reviews section on Ciao UK shows 20 odd reviews by one person who has never rated anyone else.
So do you apply any rules when rating others? Are you strict and only rate people who have first rated you? Or have you some more complex formula you care to share that bags you a decent return rates.
My rules are currently - First review I'll rate regardless. If you rate me I'll rate you. If the poster has more than two reviews in a 24 hour time period I'll ignore them completely. Else your rates given / rates recieved must be over 0.7.
Wow that is much more complex that it should be...
