I am a member of Helium, although I have only published one article with them. I am hoping to change that in the new year. I write primarily for Associated Content, and they do accept people that are not from the US. I tried looking for something on Helium that said US only, and couldn't find it. I would suggest you go to the Helium site, and search. If you can't find anything, then sign up. The worst they can do is say no after you get signed up. Best of luck to you and happy writing.

Yes AC pays by paypal. I will send you a friend request, then I can forward you my referral link. It will be nice to see you on board. Then we can read and rate each others writing.

Yes, I am a member of Helium and I'm not in the USA. I get paid every month by PayPal. I also know other international members who do well there.
Many of the topics at Helium are US based, and the majority of members are American, but it is open to all.
I suggest you visit the community forum at Helium, after you join, and introduce yourself. You will find many friendly members and much helpful advice.
