I always thought they are different. Hi means hello.
And hey is a word used to call somebody's attention.

For me "hi" is a bit more formal while "hey" is more casual and relaxed. I use "hi" when I'm dealing with someone of authority and "hey" when I'm dealing with my friends or relatives.

They are pretty much the same if your in a chat room, unless someone says something you kind of disagree with then they would say "hey", but for the most part they are both just greetings.
Peace and smiles

Down here in the south of the U.S. we use "hey" a lot more than we use "hi". It's just part of the regional lingo. Just like the word "y'all", which is a shortened version of "you all" and can mean you or you and a couple of people. If it's you and a whole bunch of people than the phrase is "all y'all".

When we want to make a friendly shout or when we want to surprise someone: we shout "Hey!" . Better it is somebody You know very good, because strangers might not understand this shouter. Also when a thief is stealing something from Your yard, You will not shout "Hi..." but "HEY!!! What are You doing over there?!??"
About "Hi"- I use this word when I greet somebody that I like and respect, but still I am not in good friends with. It is a friendly greeting, but keeps up the wall of distance.
