It is probably because the Adobe setup program does not work with Vista. Thousands of programs and equipment do not work with Vista hence most businesses won't use Vista and stick with XP.
Microsoft accept that they have made a big error with Vista and are rushing out Windows 7 maybe this year. There is already an upgrade for Vista to sort out bugs. Maybe you could try to run that.
Personally I would dump Vista and go to XP as it would solve all your problems.

After another thought - it could be your security settings in Vista are set too high and Vista is not allowing sufficient access to your PC to allow a program to install.

Might be,but my friend had the same program installed in her Window Vista Home Premium but mine is unable to.I knew that Vista is something not worth and there a new windows 7 soon..
Vista wanted to look like a Mac version but still the system is lacked,XP is still better now right. That's why i had this program install in my bro's windows XP computer for temporary usage..still;my bro comp had been lagging as the space was occupied.I need it in my computer for fast work.Thank You =)

there is something wrong with the setup files may be
have you downloaded it from site or you have got the original one.
if you have the original one (the chances of which is very les) you can contac adobe
or else if you downloaded or got the cd from someone i may be the case the setup is corrupted. please try cheking it on some other computer.
because CS3 works on vista

There may be some problem occurred with the windows registry.May of becoz too load of software or by virus activity.Try system restore first.
Better I suggest you to reinstall the OS. and keep your OS clean by cleaning your system restore point,de fragmentation and cleaning up your registry thereafter.
