The 1000D is Canon's entry level camera: very inexpensive, very easy to use but lacking features more advanced photographers expect. The Nikon D90 is an more advanced camera with a price tag to match.
Why you want a single lens reflex in the first place might help you decide. Are you planning to print large format pictures (20 inches or more on a side), or offer them to be published in a glossy magazine? SLRs are better for that. But if the pictures are to be viewed on a screen or printed no larger than A4 or 10"x8", the advantages of a SLR begin to recede.
A Canon SX10 or SX1 will provide wonderful video (full high definition with stereo sound) and their 20x zoom lenses would get you the carnival shots you want with great quality. Panasonic, Sony and Olympus make similar cameras (but not, in my opinion, as good as the Canon superzooms).
Remember that when you buy a DSLR you also have to buy the lens, and the one(s) offered with the basic kit may mot be what you want: in a carnival crowd, you don't really want to be stopping to change lenses, either.
I don't want to talk you out of getting a DSLR but if you not experienced in photography (which seems to be the case, or you would not be struggling to choose between these particular cameras), maybe there are better choices at 1/3 the price.
