The only one I've ever tried is Weebly. It's free for a basic webpage and they offer you as free domain also. It helps you along the way and has a graph to show you how many web visits you've had. I'm not really webpafe technical and I found it to be an easy site to use. The only issue I really had was trying to get my pictures situated correctly and I never really did get them the way I wanted. It's a goodsite for a basic page though.

Blogger is best website bulding tool you can get many templates to choose from. You can even get it optimised easily. If you have some knowldge on html you can try "wordpress" and "freewebs" is also a best website building tool.

If you really want to get a feel of a professional website and make it for free, then you can not afford to miss DREAMWEAVER. It has got everything that you can ask for in a website. Plus, it is free to download as well :)

What is your experience in this field? Do you need WYSIWYG editor or will you do fine with just code?
Personally I use Geany, it's free and open source, I do not know if it's available for Windows though (but maybe you don't use Windows :P)
I used to use Bluefish, but once again - not sure if it is available for Windows :)
There is a lot of free powerful solutions out there, good luck!

ii'm used preinstall scrip php-nuke if you not know html and php is a good solution is very easy configure.

I've had experiences with Freehostia and Freewebs. Freehostia is more advanced and professional I guess, if you already know a lot about making a website. My friend and I, however, decided to transfer our site to a different free hoster because for some reason, our changes in file manager wouldn't update on our site for either of us.
After some consideration, we chose Freewebs, which has done a great job thus far. It has been simple, easy to use, and I can't think of any problems that we had with it. I would definitely recommend it if you're looking for a free webhost for a start-up site, and then later you can upgrade into a higher package by paying as you would on any other host if you need more space or bandwidth.
Both are free. Including of course, the money, I guess it depends on how much expereince you have with website building and how big of a website you want to make. I would suggest comparing a couple of sites and then making a decision.

i will use prefer dreamviewer and i will not much about others and i will be using for all mysites.,
you don't need to know html or xml you can built your own if your learn a little.,
