How many people know english and use them properly?

I think I do speak good English. We study English in school and it's pretty much used as the primary language for work. I'm from the Philippines and they say that we're one of the better English speakers in Asia (well ofcourse, I credit that to the fact that we study the language, which is not done in other countries).

Very few people have mastered the English language and it appears to be deteriorating with each generation.

we all make mistake.i sure know i do.the one that always get me is which there to use.one time i was tell someone about how mush i enjoyed going to their country and typed horror instead of honor.luckily they were nice about it.i had talked to them a number of times and knew i was not the type to say something like that.so just to your best.we are all here to have a good time and sometimes type-o are funny.

I used to do more mistakes than I do now, and my fiancée (who is American) never corrected me because she thought it was cute. I still say minor things wrong. But I'm trying to improve.
I used to say romatical, instead of romantic for example, haha.
My biggest problem was always was/were. Always mixed them up, I'm sure I still do. But there is no way of knowing for me since she wont tell me when I am wrong. Arrgh!
