Well here in USA 16 is the age but i guess it is really early to start driving, probably if teenagers are reading my respond they will be mad at me :) But this is what i believe . For me 16 is still a kid. And i don't believe that it is safe to drive in that early age.
It should be 18 at least.

It depends on how mature your child is. I've seen some kids that at age 16, they are far more mature than their parents or peers. I've also seen kids that don't mature until they hit 30 or so.
All teens should be on a restricted basis license for at least 2 years and be required to attend at least a month of safe driver training after hours or during the weekends/summers. Teens don't have the reaction time or the experience to practice safe driving. I know here, a teen can only be on the road during certain times of the day and weekend and can have no more than 2 passengers. You are not to be on your cell phone PERIOD. Even using bluetooth pieces are against the rules as it distracts a teen's mind from driving. Cops here are pretty strict about traffic offenses since so many children are killed each year on the interstate and highways and freeways.

Here in Sweden you're allowed to start practicing driving when you're 16, you will never be abeled to drive with someone else but a person that has gone to a teaching class together with you about driving. When you turn 18 you can apply for a drivers license - you'll have to passa teoretical test and a driving test to get your license - this license is only temporary and can be taken from you during the first two years if you do something wrong.
Here in Sweden you'll have to drive on an icetrack as well (or in some places they have made the track slippery with oil and stuff). This is big fun!
I think it's important with good education before starting to drive on your own.

I honestly think it depends on the maturity level of the teen that is driving. I don't think that teens should be allowed to drive motor cycles, they are much to dangerous in my opinion. My oldest daughter is not the best driver and she is 21, I am very nervous when she is driving me. My youngest daughter is 15, and I have taken her driving on several occasions. She is a very good driver. I do believe that most teens are ready to drive when they are 16. I definitely believe they should have more hours of practice driving before being allowed to drive on the highway or in town.
