My laptop is growing old. It is near 4 years, and unfortunately it will crash very soon. In anticipation of the end of my life as I know it, I am looking to purchase a (preferably new) desktop and monitor. My price range for this purchase is between $200-$300. I have checked out a few places but they exceed my budget by about $100. I was wondering if this is the price all people pay for their computers or if there is a better deal somewhere.

Your price range is just right. I bought mine in less than $300 but I can have the same PC in much a lesser price if I build one for myself. You can build your own machine in lesser price if you don't have the budget.

How much would I save, and how much work would I need to put into the project? Also, if I decided to try this, how would I go about beginning this project.

Well, you need a basic understanding of the hardware that goes into making a system.
Mainly:
PC Case
Power Supply
Motherboard
CPU
Video card(if not buying motherboard with integrated video)
RAM
Cooling solutions for case and hardware
reusing your old cdrom etc? if not then new cdrom/burner etc
new modem? lan card? or buying motherboard with onboard
Sound? same as with modem and video
Then if still not discouraged, go check pricewatch.com, you can find individual components or you can look through the BAREBONES sections, and these sites will mostly let you customize the barebones kits too!
Cheers,
Del

for cheap desktops you can go for making your computer yourself
means you can opt the choice of assembling your system.
it will cost less and will give you choice to spent more on your choice of products.
