What happens to people who lose their business/job do to nature?

I was reading the newspaper this morning, and saw a headline that said 2 businesses were "gutted" by fire yesterday. I have been feeling, to some degree, the pressure of unemployment due to this recession we (the USA) has been in; and I just began wondering, what happens to these individuals (especially the business owners) who were perfectly fine 2 days ago and were making money when everything is stolen by fire. This extends really to any effect of nature. Does the government have any programs in state that would help out these people/families in particular besides filing for unemployment? It is not to often I actually feel pity for anyone, but I think this is one of those cases where I just would not know what to do if I were in their shoes.
