For puffiness, put a spoon in a cup of cold water for a few minutes, then put the back side of the spoon on your eyes.
For circles, it depends on what the cause is. A quick fix, use a yellow tinted concealer. Blend well, then cover with a foundation and some powder. I personally don't like that though, makes my eyes look weird.
I suffer from anemia(low iron), which causes dark circles under my eyes. Also, I don't get enough sleep-another cause, and it's also hereditary. So I get the triple whammy in the dark circle categoy :) I take iron pills for the anemia, "try" to get more sleep, and I also use a mild skin bleaching lotion under my eyes. If you're in the US, you can get a 3% hydroquinone at Walmart. The brand is called Nadinola, it's in the black women's beauty section, costs about 5.00. It's a fading/bleaching cream, and I tolerate it pretty good with no problems. Use it once a day under my eyes, and it's helped a bit in conjunction with the iron pills.
