Our black/chocolate lab mix named Koda is pretty lazy. He's overweight, too. We had to limit his eating (vet said only give him half a dish of food, one half in the morning and the other half in the evening). Also, he likes going for short walks, so we started tricking him into taking long walks with us to get him some more exercise. :)

I don't have any pets right now but my aunt and uncle always used to have overweight beagles while I was growing up. When they (the dogs) were younger, my uncle would take them out hunting so they were running around all the time and getting plenty of exercise, but as my uncle got older, he didn't go hunting as often. The dogs used to lay around the house all day when they weren't eating that is and they got fatter and fatter.
If an animal (or human for that matter) is overweight is a lot harder to get up and do things. Imagine a dog that is even 5-10 pounds over its natural weight, that would be the same as a person who is 40-50 pounds heavier than they should be. If you are carrying that around with you all day, just standing up is probably enough to tire you out. Now picture the poor dog's little legs with all that extra weight they have to carry.
If your dog could lose a few pounds, it might feel more active. Also you might want to have your pom checked by the vet to see if there could be some underlying problem that is making it tired all the time. Good luck and I hope your pup feels better.
