Help, I dropped my cell phone in water.

Does anybody know what would be the quickest way to dry my cell phone out?
I took a blow dryer to it after I took the battery out.

RICE!
Open it up, take out the battery and put both in RICE. The longer you wait the more water seeps in and does irreparable damage.
No, don't use heat, that will ruin it.

Wipe as much water off as possible and continue using the blow dryer. You might want to use the cold setting on the backside of the cell phone so you don't damage it even more.
