Yes there are such sites designed by some noobs who don't know the basics of web designing and just play around wasting their money and our time!! A good website is one which can clearly depict what it contains. Then comes the design, and it should be clear, soothing, and user friendly. I see so many sites which are just Scams, they use a single web page on whole of that domain and hosting and invite people to join the program with a "FAKE" seal on those pages!! By the way, I am a male.

I am a female. Some of these bad websites you are talking about are designed by someone that either does not really know how to design website or does not care. Then there are this websites with huge graphics and glittery graphics and the page takes forever to load in. I think overall the webpages are getting better looking today as well as more user friendly. I remember the days when most pages looked boring or just horrible.
