No one person "invented the Internet". A lot of different people worked on different bits that make up what we now call the Internet.
DARPA (US defense) came up with a good chuck on the underlying networking stuff.
RFC 2045 gives the names to the people who wrote the spec for email.
RFC 2068 gives the names to the people who wrote the spec for HTTP (how most files are transported over the internet).
Tim Berners-Lee wrote the spec for the first version of HTML.
And they would have built on the work loads of other people, likewise now hundreds of other people would have build on their work to develop what we now call the Internet.

As I have understood it happened in the European research center CERN in Geneva/Switzerland and you might find the first website somewhere hidden on their page of www.cern.de where they have a link "where the web was born" such as http://info.cern.ch/ and show the inventors Tim Berners-Lee and Robert Cailliau.

I'm not sure how true it is, but AL Gore (former Vice Pres.) stated that he invented the internet. He may have been exaggerating though.
